Rahm Emanuel,Left Chicago To Join Obama Administration As Chief Of Staff

In a 2-1 decision Monday, the appeals panel, said Emanuel does not meet the residency requirement of having lived in Chicago for a year before the election. The judges overturned a decision of the Board of Election Commissioners, which was unanimously agreed that Emanuel was eligible to run for mayor.
"We conclude that the candidate does not meet the requirement of [Illinois] Municipal Code that have been" lived in "Chicago for the year preceding the election in which you want to participate, or fall within any exception the obligation, "wrote the justices in the majority.

Early voting begins Jan. 31. A spokesman for the electoral board said that the ballots are scheduled to be printed in midweek.
Later, Langdon D. Neal, the chairman of the board of elections, issued a statement: "We will press for a candidate unless the mayor."
Elections board spokesman Jim Allen said the ballots are printed Monday night.
